Abstrakt
In the aftermath of a major disaster, rapid and comprehensive medical assistance is critical. National response capacities can be quickly overwhelmed and may require fast and efficient medical support. Recognizing this, 8 European member and participating states of the Union Civil Protection Mechanism (UCPM) have joined forces to tackle future large-scale emergencies by building a pan-European, modular and highly specialized field hospital, the prospective rescEU Emergency Medical Team (rescEU EMT). The initiative, launched in 2022, is funded by the European Commission, which allocated over EUR 108 million to the project consortium consisting of representatives from Belgium, France, Germany, Italy, Luxembourg, Portugal, Romania, and Türkiye. It aims to strengthen the European medical response to disasters by providing 21 medical capacities and specialised care teams, which will be established, trained, certified, and made operational by the end of 2026. Based on its modular and self-sufficient approach all rescEU capacities can operate either independently or within the overall framework of the rescEU forming a pan European field hospital comparable to an EMT 3 covering nearly 7,000 square meters and accommodating over 180 hospital beds, 7 surgical theatres and 350 medical staff. It will include 3 Emergency Medical Teams Type 2 (EMT2) and 18 Specialized Care Teams (SCTs) providing advanced medical care and ensuring intensive care, burn treatment, patient transport, advanced diagnostics, maternal and child care, mental health, orthopedic treatment, laboratory services, oxygen, and telecommunication support wherever needed.
