Abstrakt

Psychosocial data are hardly taken into account in situation reports of emergency and crisis management. In this study, socio-spatial reports were examined with regard to availability, processing, and presentation of vulnerable groups. This study was carried out on the one hand through a source analysis of the currently published socio-spatial reports of the ten largest cities in Germany, and on the other hand through structured interviews with the authors of these reports as well as a survey of experts from emergency and crisis management. This showed that psychosocially relevant data on vulnerable groups is available on a small scale in all the municipalities studied. In addition, a cartographic representation is available for most of the reports. Nevertheless, it can be stated that in the majority of cases the socio-spatial classification was drawn up without the involvement of the emergency and crisis management departments. In addition, the participation of these departments has not been considered meaningful so far. At the same time, the interviewed experts from emergency and crisis management were not aware of the socio-spatial classification in four out of five cases. The existing socio-spatial differentiation of vulnerable groups represents a valid small-scale data basis and a key to the presentation of the situation of these risks, resources, and needs. Thanks to its availability at the municipal level, it can be used as an inexpensive and quick-to-implement tool, which already partially meets the need for a pictorial representation of the situation due to its existing mapping.
